New page

*'''Section 6 b)''' The Treasurer shall serve as the Chief Financial Officer of the Party and shall be responsible for all obligations imposed on the Party by <strike>the Commission on Election Finances</strike> Elections Ontario. <strike>The term of the Chief Financial Officer shall coincide with the fiscal year of the party.</strike> ''The Treasurer shall act as Chief Financial Officer from the beginning of the fiscal year of the party following his election or appointment until the beginning of the fiscal year following the election or appointment of his successor.''
**This amendment is long-winded, but it spells out what the original section intended. The idea was that the Chief Financial Officer was not an Executive Committee position, but a set of duties that the Treasurer performed for Elections Ontario (EO). Having an elected Treasurer succeed at the beginning of the fiscal year (as defined by EO) was meant to minimize the paper burden; as a bonus, it gave a 1-2 month window in which the newly elected treasurer could learn the CFO duties before becoming responsible for them.
**However, that's not how it worked out: the last time a Treasurer ran for (and was elected to) a different office, Secretary, the Excecutive Committee decided that because he was still acting as CFO he was still on the Executive Committee as CFO, and therefore prevented him from serving as Secretary under Article 6, section 1 ("No individual shall hold more than one position on the Executive Committee.") Which was a gross misinterpretation of the section that I'd like to see corrected.
