Hire a Photographer[edit]
First Google result for pro head shots, found a guy operating in Toronto & Hamilton, charges <$200, per person for a group of people larger than 25. That's a little steep.
Hire a Random Person off Craigslist, with a good Camera[edit]
...title says it all, we coule probably get a guy, with a camera, for a day for what - $500 total?
Buy a decent camera and a tripod[edit]
...make the investment?

Kicker is - could our group, self govern ourselves into things like:
- MUST WEAR SUIT JACKET & TIE
- NO SUN GLASSES
- WHITE BACKGROUND
- NO TEXT IN THE PHOTO
