While I agree that any candidate should have been "actively involved" in the Party, this is not currently a requirement in our Constitution or Bylaws and refusing a candidate on such grounds would be unconstitional. You could advise candidates to include such qualifications in their resume. Such information would likely be significant to Delegates. What if Randy Hillier decided to declare himself a Libertarian in the next few months? I think we would want him to be our Leader. We are proposing a constitutional amendment to require a candidate for leadership to have spent at least a year as an Officer of the Executive Committee. --Jim McIntosh 12:44, 21 July 2019 (EDT)

3.0 Revocation of Candidacy
This sounds like "guilty until proven innocent" and should not be used to prevent a member from being a candidate, especially if there is less than 30 days to the Convention. It would be appropriate to include the complaint in the candidates profile, with the disclaimer that the Ethics Committee has not yet ruled. If the Ethics Committee rejects the complaint (e.g. lack of evidence), either this should be added to the comments or the charges should be deleted from the profile. --Jim McIntosh 12:44, 21 July 2019 (EDT)

4.0 Campaign Period The campaign period shall commence no less than 100 days prior to the Convention in which a Leadership Race has been declared. The phrase "in which a Leadership Race has been declared" is redundant, since every convention involves election of a Party Leader. Why 100 days? Article 12 of the Constitution states, "Notification of the time and place of the Convention shall be sent to the membership at least twelve weeks prior to the date of the Convention." This is only 84 days. If you must specify a minimum time, I would suggest 60 days as a minimum. 5.0 Campaign Finances
Quote, "[I]t negates the need to register as a Leadership candidate with Elections Ontario." According to CFO Handbook for Leadership Contestants page 6, Requirement to register, "When the post of leader of a registered party has become vacant, a person who is seeking election as leader of the registered party is required to register even if the party has not officially called the contest." Have you confirmed with Elections Ontario that our candidates do not need to register since our Leader position is not vacant? My guess is that they assume the only reason for a leadership contest is because the current leader has resigned. Otherwise, a leader could announces he will resign at the conclusion of the leadership contest and eliminate the need for any contestants to register. But if they must register, then they must appoint a CFO who must file audited reports for the first and second contest periods. Note that Ian Edmonds, the Party's Auditor will be happy to audit NIL returns for the subsidy of $1,102. --Jim McIntosh 17:04, 21 July 2019 (EDT)

6.1 - ",,, supersedes OLP By-Law Article 11 (1-3) ..."
Bylaw Article 11 only prohibits candidates from using Party envelopes and letterhead for their campaign. It does NOT prohibit the candidates from taking advantage of any facilities offered by the Party to all candidates. The Executive Committee may even decide to incur extra expenses (e.g. facilities for a leadership debate) provided all candidates are offered equal opportunity. --Jim McIntosh 17:04, 21 July 2019 (EDT)

7.1, typo?
The section ends with "... "There shall be standardized pieces of paper and writing instruments provided, to ensure questions are" ?? Never mind. I see the phrase "2 Jul 19 Amend No. 2 Page !4 of !6 selected at random." is a continuation. Had these guidelines been drafted on Wiki, the History tab would have shown any amendments, who made them and when. --Jim McIntosh 17:04, 21 July 2019 (EDT)
